License missing on Avi and Pulse Portal

Issue/Introduction

Sometimes when a license that was used to deploy SEs on Avi Loadbalancer was moved to a Site ID that is no associated with the Organisation ID on Pulse Portal may result in unexpected results. 

Symptoms:

• Incorrect number of available service cores may be listed on Avi Licensing Page.
• When the controller is re-registered, below error maybe seen on the UI - "errorCode":"018084"
  
  
  
• The license may get removed from the controller and the Pulse Portal. (As the sync will cause unused Site ID is removed from the Org on Pulse Portal)
• The license ledger will show negative remaining service cores.
