Negative value on CPU stats in cluster view "Capacity and Usage"

Issue/Introduction

In the vSphere Client, under ESXi > Summary tab, the CPU free capacity displayed under ‘Capacity and Usage’ may show values that include negative figures.

Environment

vCenter 8.x

Cause

This occurs when the CPU's hardware feature, Turbo Boost, is enabled.
The CPU capacity displayed in ‘Capacity and Usage’ does not take into account the frequency during Turbo Boost.

Resolution

This issue is resolved in VMware vCenter 9.0.
