How does Spectrum track the CPU utilization for alarm thresholds when the CPU has multiple cores?

Spectrum uses a specific Inference Handler (IH) to track the CPU utilization, and as the CPU Utilization is a list attribute, the IH will only track the highest value of all instances.

Therefore if a device has two CPU cores, Spectrum will alarm if either CPU exceeds a threshold and will not clear until both CPU´s drop below the reset value.
