Error: "The reference https://<VCD_ID>/cloudapi/1.0.0/pvdcStoragePolicies?<parameters> cannot be parsed correctly" when trying to add storage policies to an OVDC in Cloud Director

Issue/Introduction

• Trying to add a storage policy to an existing Org VDC fails with error:
  • The reference https://<VCD_ID>/cloudapi/1.0.0/pvdcStoragePolicies?<parameters> cannot be parsed correctly
• There are over 128 storage policies visible to VCD from vSphere

Environment

• VMware Cloud Director 10.6.x

Cause

• There are more storage policies seen in the environment than the configuration maximum, which is 128
  • VMware Configuration Maximums

Resolution

• Please reduce the total number of storage policies on vSphere below 128 to bring it down into the supported range.
  
  • This indicates the maximum seen by VCD on vSphere:
  • All storage policies exposed to vCloud Director by managed vCenter Server instances.
• If there are separate SPs for each tenant, that isn't generally necessary and does make it more cumbersome to manage
  • In this case, we can recommend consolidating these into generic tiers that are used across multiple organizations
