When trying to perform in place OS upgrade on SMP (Symantec Management Platform) server from Windows Server 2012 to Server 2016 you receive message:

Cause

Some currently installed components are not supported when they are already installed and trying to upgrade in-place to a new OS version.

Resolution

Uninstall Language Pack and update the Server OS prior trying to perform OS upgrade
