Common Grid List Not Finding Projects When Filtering With the ‘ß’ Character

Issue/Introduction

When you filter using the 'ß' ('Eszett') character in an Clarity using Oracle DB, filtering is not returning results with that character.

Steps to Reproduce:

1. Create 2 projects, one named 'project ß', another named 'project ss'.
2. Navigate to the Project Tiles.
3. Type an 'ß' character in the quick search box.

Actual results: Results include projects containing 'ß' and 'ss'.

1. Navigate to the Projects, grid view.
2. Type a 'ß' character in the quick search box.

Actual results: Results only include projects containing 'ss'.

1. Clear the quick search box and type a 'ss' character.

Actual results: Results only include projects containing 'ss'.

Expected results: Results include at least projects containing 'ß'.
