Failed to power on any VM after vCloud upgraded to 10.6.1

Issue/Introduction

VM power on succeed in vCD 10.5.1

After upgraded to 10.6.1, VM power-on failed with below error:

Internal Server Error - The object 'vim.ResourcePool:resgroup-xxxxxx' has already been deleted or has not been completely created

The mentioned resource pool is already deleted in vCenter inventory.
