An error is encountered when attempting to enable cluster HA. It is possible to see multiple errors related to this issue including the following:
Cannot install the vCenter Server agent service. Unknown installer errorHA Agent unreachable for the Host
From the vpxd logs you may see an error similar to the following:
/var/log/vmware/vpxd/vpxd.log

From the vum server logs you may see an error similar to the following:

No Image is currently set for the cluster in vLCM.
Create an Image for use with the target cluster.
