vSAN cluster host may show maximum memCongestion on diskgroup.
Upon verifying on vCenter UI, Cluster > Monitor > vSAN > Skyline health > Physical Disk > Congestion you may see the congestion info showing up.

The issue can be caused due to the underlying disks experiencing medium error with sense code 0x3 0x11.
Upon checking the /var/run/log/vmkernel.log, you may find similar events as below.

Fix the hardware issues either by replacing the disks or re-creating the diskgroup.
