APMIA agent systedge not reporting

Issue/Introduction

This instance is Windows Server 2016 Standard.  On first look, most the servers experiencing this are of  that flavor. Having issues with apmia agent where it installs but doesn't fully function. 

Resolution

Fixed in 25.8.2 and later APMIA Agent. Userinfo operations were impacting the agent.
