Time slicing slow processing cap_scenario_assignments table at rollover

Issue/Introduction

On a dataset with large amounts of data on scenario tables, the Time Slicing job takes long time when slices (161,162) rollover.

Processing data on the cap_scenario_assignments table is extremely slow

STEPS TO REPRODUCE:

1. Force the rollover of slices 161 and 162
2. Run the time slicing job

Expected Results: The time slicing job to process data on a reasonable amount of time. 
Actual Results: The time slicing job takes a long time to process.
