ToolTip Added for Start and Finish attributes of a custom investment are removed with 16.3.3 upgrade

Issue/Introduction

STEPS TO REPRODUCE:

1. Login to Clarity 16.3.2 System.
2. Navigate to Classic UI -> Objects -> Create a new Custom Investment extention object.
3. Add all rights to the user for this newly created object.
4. Navigate to Modern UX -> Administration -> Attributes. Filter for the Custom Investment Object created in Step 2.
5. Add tooltip for Attributes "Start -> schedule_start" and "Finish -> schedule_finish".
6. Upgrade the system to 16.3.3

Expected Results :- Tooltip is present after the upgrade as well.
Actual Results :- Tooltip is removed.

This is Addressed in 16.4.0 and above. 

Customers upgrading from 16.3.2 - 16.3.3, please take a backup of your tool tips prior to the upgrade.
