Is it possible to create a Business Rule in the Modern UX to display or hide a Help Text field based on certain conditions?

This is currently not possible. As a workaround, you can place the Help Text within its own Section and then use a Blueprint rule to hide that entire Section.
If you are interested in this functionality, you may want to log an enhancement or discuss with Product Management to implement this in a future Clarity release.
