Blank attestation message on Timesheet

Issue/Introduction

Delay in display of attestation message once you click submit button on timesheet

Steps to Reproduce:

1. Enable timesheet attestation message in Classic UI from Admin -> Project Management -> Timeshete options
2. Navigate to MUX->Timesheets
3. Attempt to Submit empty timesheet

Expected Results: Timesheet attestation message should be displayed
Actual Results: Timesheet attestation message is not loaded until you click on white space

This happens if you have empty time entries in the timesheet

DE175198 is fixed in v16.4.0.

• MUX - Timesheet attestation message has a delay of several seconds (or almost 30 seconds in cases) after clicking on Submit button.
