API Keys access when impersonating a user

Issue/Introduction
Since upgrading to Clarity 16.3.3 I am unable to access the API Keys when Impersonating a User. When doing so i receive an error:
This capability is unavailable in impersonation mode
Environment
Clarity 16.3.3
Cause
API Key generation (tokens endpoint) should not be allowed while impersonating another user.
Resolution
As of Clarity 16.3.3, the API Key generation has been prohibited when impersonating a user
