Post Install Compare ssid0000 BINDPKGS step fails with CSV003I REQUESTED MODULE OWNER NOT FOUND message

Issue/Introduction
The Database Management Solutions for Db2 for z/OS Post Install Compare job, ssid0000, fails with the following in the BINDPKGS step:
CSV003I REQUESTED MODULE OWNER NOT FOUND
CSV028I ABEND806-04 JOBNAME=xxxxxxxx STEPNAME=BINDPKGS
The same error may also occur in the Post Install Bind ssid0002 job.
Cause
PTF LU17615 introduces a new bind for package UTCSDBHT. The bind for package UTCSDBHT is generated with incorrect syntax:

APPLCOMPAT ( VnnRnMnnn ) -

OWNER(xxxxxxxx) -
Resolution
To bypass the bind syntax error for package UTCSDBHT make the following modification:
Edit hlq.CDBASKL0 member UTCSDBHT moving the )IM BOWNER line prior to the )IM BOPTS05 line so the member looks like the following:
BIND PACKAGE ( &DGLPLN01._PUT_PUT ) MEMBER ( UTCSDBHT ) -
)IM BOWNER
)IM BOPTS05
Regenerate the Post Install Compare ssid0000 JCL using INSMAIN.
Additional Information
PTF LU17615 was placed in error and resolving PTF LU17951 published to resolve the bind error.
