BIRT Reports "Can't reach this page"

Issue/Introduction
After installing the BIRT Reporting plugin and all prerequisites, when we try to run a report we see this error:
Hmmm ... can't reach this page
127.0.0.1 refused to connect
Environment
Harvest Software Change Manager v14.5.01
Eclipse IDE with Eclipse Plugin, BIRT Dependencies update, and BIRT Reporting Plugin installed.
Cause
It was discovered that Eclipse had been installed to a folder with a very long path name containing spaces. For example:
The extra spaces in the path were causing the error message.
Resolution
We unzipped the Eclipse IDE to a folder with a shorter path containing no spaces, and installed again. This time, the BIRT reports display correctly as they should.
