Project locks are appearing randomly

Issue/Introduction

Some projects are getting an Import/Export lock.  The resource that shows 'Locked By' has never worked on the project.

Cause

There were two Update Investment Allocations and Usage jobs running at the same time

Resolution

Cancel/reschedule one of the Update Investment Allocations and Usage jobs so they do not conflict.  Or under Administration>>Reports and Jobs, set the job incompatible to itself.
