enhancement request SLI aggregation of count not working as expected

Issue/Introduction

Trying to setup a SLI on a metric which sometimes is not present. 

Can use Count to count the number of metrics in a 5 mins period, when the metric stops coming in (indicating application unavailability) the count drops to 2, which is fine and when there is none in the 5 mins it disappears and there is a gap in the SLI calculation.

This means the SLI does not work properly. It seems when there are no metrics to count, it does not return ZERO.
