Cause

Stale  service registration for "cis.vmonapi"  entries  causes this issue that are left during breaking of ELM

Resolution

1 . Engage Broadcom Support by opening a case to identify stale entries and remove them.

2. Along with vCenter server support bundle upload the LDIF entries for vCenter server to the case  using KB https://knowledge.broadcom.com/external/article/326305/how-to-export-vmdir-information-from-vce.htm
