This can happen if the DLP EDPA service is unable to access the "cx_lib.dll" file, in the "\Program Files\Manufacturer\Endpoint Agent\ICD" directory.
It's possible that this file is missing/corrupt or locked by some other security software.
Check if cx_lib.dll file exists in the "\Program Files\Manufacturer\Endpoint Agent\ICD" directory. If missing, then uninstall/install the agent.
If the file is present, then make sure all the DLP directories and executables are whitelisted from Antivirus programs as per KB https://knowledge.broadcom.com/external/article/160045/best-practice-dlp-endpoint-agents-with-a.html
