User with UID not getting a UID.

Issue/Introduction

Question:

Users that have an UID assigned to their acid is not getting the UID. Why?

Answer:

If a user has an incomplete OMVS segment the UID will not get returned.

A UID, HOME and DFLTGRP is the minimum required.
