Issue/Introduction

Manager field is populated with current user when creating an Idea From Template

STEPS TO REPRODUCE: 

1. Go to MUX - Idea
2. Click on New from Template
3. Enter data in all the fields, keeping Manager field blank (if it is one of the field mentioned during Create from Template)
4. Click on create.
5. The Manager field is populated with the Current Username(Idea Created user)

Expected Result: The Idea gets created and the Manager field is blank
Actual Result: The Manager field is populated with the current user value.

NOTE: Manager field is not populated when we click on '+' (plus) and create an Idea

DE174300 is fixed in 16.4.0
