SEPM install detected a required service pack for SQL Express 2014 is missing

Issue/Introduction
When upgrading to Symantec Endpoint Protection (SEPM) 14.4 or later a pop up message states the following:
The Symantec Endpoint Protection Manager installer detected that a required service pack for SQL Express 2014 is missing and cannot proceed. This can happen with older versions of Symantec Endpoint Protection Managers that have gone through an operating system upgrade. Please upgrade to Symantec Endpoint Protection Manager 14.3 RU10 to resolve this issue, then retry the Symantec Endpoint Protection Manager 14.4 upgrade.
Environment
- Pre-Upgrade SEPM version 14.3 RU1 - RU4
- Attempting to upgrade to 14.4
Cause
In SEP 14.3 RU1 - RU4, if the SEPM was installed on Windows Server 2008 or 2008R2, the default database option installed SQL Express 2014. SEPM 14.4 uses SQL Express 2022 as the default database option. The default database install option for 14.3 RU1 - RU4 is not able to be directly upgraded to SQL Express 2022.
For this scenario to occur it requires the Windows Server 2008 or 2008R2 to have been migrated to a newer Operating System at some point in it's lifecycle that supports 14.3 RU10 and 14.4.
Resolution
*Note: Before starting the intermediary upgrade, please ensure the Operating System is listed on the SEPM system requirements.
To upgrade the SEPM from 14.3 RU1 - RU4 to 14.4 an intermediary upgrade to 14.3 RU10 is required so it can upgrade the SQL Express version to 2017 which can then be upgraded to 2022.
- Upgrade the SEPM to 14.3 RU10. This will upgrade the default database to use SQL Express 2017.
- Then upgrade the SEPM to 14.4. This will upgrade the default database to use SQL Express 2022.
