tcp-router update is triggered during deployment despite no configuration change

Issue/Introduction

During Tanzu Platform for Cloud Foundry(TPCF) deployment, despite no below changes with tcp-router, it gets updated.  

• job properties/templates
• release version
• stemcell
• cloud config
• runtime config

Environment

TPCF version v6.0.0 ~ v6.0.9

Cause

With routing release lower than 0.317.0, TCP Router's backend TLS cert files were not rendered properly in case of no certificates, the rendering generate different strings every time. 

Resolution

The issue is fixed in routing-release v0.317.0 and above, it will be resolved after upgrade to TPCF 6.0.10 or above. TPCF 10.x is not impacted.
