When using the Tanzu Upgrade Planner https://upgrade-planner.pivotal.io/.
After adding/importing all the products and tiles either manually or using the opsman diagnostic report and upon generating the plan you will notice this error
Error: Server is down at the moment. Please try again and if this error still appears, contact Broadcom Support.

This is due to the number of tiles or products exceeding the limit which seems to be at 17.
You can limit to this number and then remove some tiles and add the remaining and then generate another plan and compare in which phases they need to be upgraded.
