Unable To Change/Edit Custom Investment (CIT) Attributes

Issue/Introduction

The user is unable to edit any properties on a Custom Investment when the Investment Dates are the same, without any staff or tasks and a Cost Plan has been created.

Steps To Reproduce:

1. Create a  Custom Investment instance via Quick Create (+) button, by default, the finish date is set to the start date.
2. In the  Custom Investment instance --> Financial module, create a cost plan.
3. Navigate to the  Custom Investment properties module or  Custom Investment list page.
4. Try to change any attribute for the  Custom Investment instance.

Expected Results: The attributes should be to be changed.

Actual Results: The toast message appears INV-0024: Forecast Cost Finish date is earlier than Forecast Cost Start date
