Resource Billing Rates Display $0.00 in OWB/MSP Despite Data in NBI_PROJ_RES_RATES_AND_COSTS

Issue/Introduction

Resource billing rates for schedulers display as $0.00 in Open Workbench (OWB) or Microsoft Project (MSP) even when the NBI_PROJ_RES_RATES_AND_COSTS table contains valid rate data.

This issue occurs when attempting to view resource rates in OWB or MSP after running the Rate Matrix extraction job.

Steps to Reproduce:

1. Ensure a valid rate matrix is configured.
2. Run the Rate Matrix extraction job with both 'Prepare Rate Matrix Data' and 'Update Rate Matrix Data' options checked.
3. Verify that the NBIPROJANDRESRATESANDCOSTS table for the project contains associated rates.
4. Open the project in OWB or MSP.
5. View the resource rates.

Expected Results: The resource rates are displayed correctly.
Actual Results: The resource rates show $0.00.
