One possible reason is that the number of concurrent transfers exceeded the value of the parameter MAXPROCUSER for this LPAR. This is an OMVS parameter.
Increase the value of the parameter MAXPROCUSER in the BPXPRMnn member of the SYS1.PARMLIB library.
You can also change the maximum number of processes at user level by making an adjustment in the external security profile (RACF, TSS or ACF2) for the creator of the file.
