Machine resource is not deleting when guest cluster control plane nodes are deleted.

Issue/Introduction

The Kubernetes Machine resource has been deleted, but there are orphan VMs that were not deleted.

Cause

Machine resource is not automatically removed if the control plane node that is deleted is also the etcd leader

Resolution

Powering down the control plane virtual machine in vCenter will force an etcd election, and the normal Kubernetes removal process will continue.
