Issue/Introduction
Attempt to register VCF Operations in Disconnected Mode with the VCF Business Services console fails with error "The service is temporarily unavailable. Please try again later."
Using browser's Developer Tools, you will observe a 403 Forbidden error during the upload of the registration file (.data).
Navigate to the browser’s More Options menu (three vertical dots in the upper-right corner), then select More Tools → Developer Tools. In the Developer Tools pane, click the Network tab to view network activity.

VMware Cloud Foundation 9.0
Cause
The network proxy in the environment was blocking the upload request, preventing the file from reaching the destination server. This resulted in an HTTP 403 (Forbidden) error observed in browser developer tools.
Resolution
To resolve this issue, choose one of the following options:
Option 1: Perform the upload from a system that bypasses the proxy server.
Option 2: Modify the proxy configuration to allow traffic to the specific upload endpoint [vcf.broadcom.com] and permit the relevant file types (e.g., .data).
