Provisioning Server fails to start on Virtual Appliance

Issue/Introduction
Seeing the following error while starting provisioning service on the Virtual Appliance.
"Job for improvisioning.service failed because the control process exited with error code" ( code exited, status=9)
Environment
Identity Manager - Virtual Appliance - v14.5
Cause
Lack of system resources
Resolution
Increase physical memory and then restart provisioning service
