hvc service failing to start with error, "an error occurred while starting service 'hvc'"

Issue/Introduction

This vCenter was reverted to a snapshot or restored to a backup.
service-control --start hvc fails with the error, "An error occurred while starting service 'hvc'

/var/log/vmware/hvc/hvc-svcs.log may contain the following error:

Exception encountered during context initialization - cancelling refresh attempt: org.springframework.beans.factory.BeanCre
ationException: Error creating bean with name 'isAccessLogCreated' defined in class path resource [vlsi-server.xml]: Cannot resolve reference to bean 'vlsi-server' while setting bean property 'targetObject'; nested exception is org.spring
framework.beans.factory.BeanCreationException

/var/log/vmware/hvc/prescript-test.log contains the following error:
ERROR : Error: Error found in pg_hba.conf:- line 75: hostssl record cannot match because SSL is disabled

vCenter 8.x

Resolution

If you encounter this issue and the log signatures match, please open a case with Broadcom support.
