"Upload failure for Notification stream, Authentication flow returned an error." when attempting to send data to VCF Services console portal in Usage Meter

Issue/Introduction

1. Usage Meter is unable to send data to the VCF Business Services console portal and you see the following error:

"Upload failure for Notification stream, Authentication flow returned an error."
"Unable to connect to server:500"

    2. When attempting to generate token in VCF business service console it fails with following error:

Http failure response for https://eapi.broadcom.com/vcf/ums/api/v1/usage-metering-agents/#####/oauth-app: 500 OK

   3. In VCF business service console (vcf.broadcom.com), all the Usage Meters are in error state.
