New Based On option not available in Patch Management

Issue/Introduction

In Patch Manager "New Based On" action is not available for some Patches. Why ?

Environment

Client Automation - All Versions

Resolution

"New Based On" Option is available for package "CA * Security IntelliRollup *" patches
Example :
CA - Patch Me - Security IntelliRollup v2507.00

FULL or DELTA Security Rollup have not the option "New Based On" available if they are in status "Not Applicable"
"New Based On" is available for FULL or DELTA Security Rollup if they are in status Testing or Approved.
