Error on DA component when installing topology

Issue/Introduction

Attempting to install topology, and the process is stopping on the Data Aggregator with an error:

"SyntaxError: future feature annotations is not defined.:

Note that this is inside a much larger error string so the error must be read carefully.

Environment

Topology 24.3.9 or later
Performance Management 24.3.9 or later.

Cause

The only python available on the Data Aggregator host is python 3.6 which is not up to the minimum version required

Resolution

Install python 3.9 or later on the Data Aggregator
