Deploying VMware vSphere Foundation fails with below error:

Remediation: Connect to a valid depot or upload all necessary files, including manifest file, using Offline Bundle Transfer Utility.

VMware Cloud Foundation 9.x
The required product binaries were not downloaded or made available to the VMware Cloud Foundation (VCF) Installer appliance prior to initiating deployment. As per deployment prerequisites, the VCF Installer must be connected to a valid binary depot—either online or offline to retrieve release data, compatibility matrices, and component versions.
To resolve this issue, ensure that all required binaries are downloaded to the VCF Installer appliance:
1. Connect to an Online Depot: If the VCF Installer appliance has internet connectivity (direct or via proxy), generate a download token from the Broadcom Support Portal and connect to the online depot to automatically fetch all necessary binaries and manifests.

2. Use Offline Bundle Transfer (if air-gapped): If the appliance does not have internet access, use the VMware Cloud Foundation Download Tool to download the binaries and manifest files from a connected system and transfer them manually to the VCF Installer using the Offline Bundle Transfer Utility.

Note: You do not need to download all of the binaries if you are reusing existing components. Even if you skip deployment of VCF Operations and VCF Automation in order to deploy them later with custom networking, you should still download the binaries, since they are required for the custom networking deployment.
