OBS Rights Modify Baseline

Issue/Introduction

When a resource has OBS rights to view projects along with OBS rights to Modify Baseline, the resource  can edit the project properties.
With the Global Right - Modify Baseline - All (removed OBS Right) the resource cannot edit the project properties.
The behavior is the same in Classic and MUX

STEPS TO REPRODUCE:

1. Assign these global rights for the user

•    Project - Cost Plan - View All
•    Project - Modify Baseline - All
•    Project - View Financial - All
•    Project - View Management - All
•    Project Management - Tiles Navigate
•    Project Management - Navigate
•    Projects - Navigate

  
2.  Log in as that user and try to edit project properties on any project.  Nothing is editable.

3. For a specific project add an OBS value for an OBS that is used for Access Rights

4. For your resource add the OBS right -   Project - Modify Baseline for that OBS

5. Log in as that user and go the project with you added the OBS right for.

 

Expected Results:  Cannot edit project properties
Actual Results:  Can edit project properties

Workaround:  None
