WA Agent HTTPv2 Job with Exception: localhost:<port> failed to respond

Issue/Introduction

REST / HTTPv2 job fails and results in this exception:

Exception: localhost:<port> failed to respond
org.apache.hc.core5.http.NoHttpResponseException: localhost:5888 failed to respond

Cause

The agent is unable to do proper handshake with the remote application / service

Resolution

The application (local or remote) where agent is trying to connect to is not responding properly.  Check any firewall or proxy as well.
