Issue with Status Report Preview in Impersonation Mode

Issue/Introduction

Issue when attempting to submit a status report while impersonating a user. The preview doesn't load.

Steps to Reproduce:

1. Log in to the New UI as a user who has impersonation rights.
2. Click the avatar and username at the top right.
3. Click Impersonate a User.
4. Select the relevant user you want to impersonate
5. Navigate to the Projects menu and open a projects
6. Click on Status tab and access a report
7. Click on Preview button

Expected Results: Status Report should be opened with option to Publish.

Actual Results: Status report preview is not generated and below errors are see in a logs
