A user with the TSO Facility is receiving:

IKJ56644I No Valid TSO User ID

The IKJ56644I message is not referring to having access to the TSO facility.

The message is referring to the user not having a valid TSO Segment. There are many TSO fields that can be permitted to users and only one valid field is necessary to give the user a TSO Segment.

Some of the fields that can be permitted are:

TSOAUTH 
TSOPROC 
TSOACCT 
TSOLACCT 
TSOLSIZE 
TSOOPT 
TSOLPROC
