When creating a new rule in an NSX firewall policy or performing operations such as dragging and dropping groups between rules, the user interface unexpectedly scrolls to the top of the policy instead of staying on the newly created rule or current working area. This behavior significantly impacts user experience and productivity when managing large firewall policies.
The issue occurs exclusively in **Infrastructure category** policies. Application category policies are not affected by this behavior.
The problem is reproducible only when performing operations on approximately the **last 10 rules** within the firewall section.

The root cause was identified as a performance-related UI rendering issue that was addressed as part of a comprehensive performance improvement initiative implemented in NSX 9.0. The specific code changes responsible for resolving this behavior have been confirmed and integrated into the product.

When adding a new rule at the bottom of a policy or moving objects from one rule to another, please ensure that the policy below is expanded. This ensures there are enough rows available for the new rule or object changes to take effect properly.
