HCX NE pair in UNDECIDED state with "Memory usage is high"

Issue/Introduction

• HCX NE pair shows UNDECIDED for some NE appliances.
  
• BFD socket is not running with error message in /var/log/messages

 ha-agent 1331 - - ovs|1957166|epconn|WARN|stream_open /var/run/vmware/bfdd.sock failed: No such file or directory (2)

• Run "hc -d" on the affected appliance, "Memory usage is high" state reported.

Cause

Memory usage high in NE appliance causing BFD socket failed.

Resolution

Resolution

To workaround the issue:

• Reboot the affected NE appliance.
• If reboot cannot fix this issue, redeploy NE pair under maintenance window.
• If standard redeploy does not work issue a force redeploy of the impacted appliance.
