When attempting to access the provider portal the error is received:
"An error occurred during the initialization. Accessing the application through an unsupported public URL or poor connectivity might cause this error."
PostgreSQL availability in the VAMI will show all three cells as healthy for a HA cluster.
Checking service availability at https://<cell IP or FQDN>/cloud/server_status will show the primary cell's vmware-vcd service as down.
Upon further review the CPU usage of the primary cell may be spiking. Restarting the vmware-vcd service results in the following error in the /opt/vmware/vcloud-director/logs/cell-runtime.log:
"FATAL | Module: HTML5 Cell Application | ModuleRegistry | Error in module: "HTML5 Cell Application"; Bean: vcdSecuredWebappConfiguration, Message: Error creating bean with name 'vcdSecuredWebappConfiguration': Unsatisfied dependency expressed through field 'sessionFilter';"
VMware Cloud Director 10.x
The cell is undersized for the environment. The resources need to be expanded according to https://techdocs.broadcom.com/us/en/vmware-cis/cloud-director/vmware-cloud-director/10-5/vmware-cloud-director-installation-and-upgrade-guide-10-5/deployment-uprade-and-administration-of-the-vcd-appliance-install/deployment-and-initial-configuration-of-your-vcd-appliance-install/vcd-appliance-sizing-guidelines-install.html.

There may be similar or other errors that could result in the same error message in the portal, and it would require a different resolution.
As a workaround we can failover the database if the primary cell is the cause.
Then proceed to correctly size the appliances afterwards.
