Issue/Introduction

The following error is seen within the Tomcat catalina log:

org.postgresql.util.PSQLException: Connection to localhost:5432 refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections

Cause

Postgres was either unable to fully start or stop

Resolution

Restarting CABI and Postgres services completely was able to return proper function to the environment
