Logging into VMware Cloud Foundation installer gives an error stating "user not authorized"

Issue/Introduction
After deploying the VCF 9.0 installer the admin@local account is not able to login to the UI and receives this error. "user not authorized"
Environment
VCF 9.x
Cause
Invalid password stored for admin@local user.
Resolution
