Error: "Unable to create deployment package" when powering on a VM

Issue/Introduction

• Unable to power on a VM 
• When powering on the VM it fails with the error below:
  
  [ ########-####-####-#########1061 ] Unable to create deployment package.
 - Failed to execute process [/opt/vmware/vcloud-director/deployPkg/deployPkg]. Standard Output:
Standard Error: /opt/vmware/vcloud-director/deployPkg/deployPkg: /lib64/libc.so.6: version 'VERSION' not found (required by /opt/vmware/vcloud-director/deployPkg/deployPkg)


• On the affected VM the Guest Customization is enabled or VM's being deployed by a template.
• VMware Cloud Director (VCD) has been just upgraded from version 10.5.x.
• VCD is installed on Linux and the Guest OS is CentOS 6.

Environment

VMware Cloud Director 10.6.1.1

Cause

There are missing packages on /opt/vmware/vcloud-director/deployPkg/deployPkg and this is possible due to the unsupported VMware Cloud Director Server Operating Systems.

Resolution

If VCD was just upgraded, roll back to the version previous the upgrade and upgrade the VMware Cloud Director Server Operating Systems to one of the supported version as reported on VMware Cloud Director 10.6 Release Notes

If VCD was not just upgraded, upgrade the VMware Cloud Director Server Operating Systems to one of the supported version as reported on VMware Cloud Director 10.6 Release Notes
