MUX - OBS Filtering on the Staffing's Investments module is incorrect

Issue/Introduction

Within the Staffing's 'Investment' Module, when attempting to filter based on an OBS field, values from other OBSs return in the list

STEPS TO REPRODUCE - 
1. Within the MUX create a new Blueprint for 'Staffing' and add the 'Investment' module. Set the Blueprint as the default.
2. Create multiple OBSs and associate them to the Resources Object.
3. Access the Staffing and go to the Investment module.
4. Attempt to filter based on one of the OBSs, instead of only returning results for the specific OBS, results will return for other OBSs

EXPECTED RESULTS:

Only results based on the OBS would return

ACTUAL RESULTS:

Results from other OBSs also return
