NSX-T Host Migration Fails NSCutover Plugin Returns Status 400

Issue/Introduction

After completing the Edge Cutover in the V2T migration process, the subsequent Host Migration step fails consistently due to NSX Edge high availability configuration errors. Two distinct have been observed: one indicating a missing HA VM index (error code 10230) and another reporting an invalid resource pool scope (error code 10240).

NSX for vSphere and VMware NSX

Cause

The failures are caused by NSX Edge HA configuration PUT requests being rejected: in the first case the HA VM instance is missing (haIndex 0 not found), and in the second case the Distributed Logical Router control VM cannot deploy because the target resource pool is undefined or out of network scope.
