VMs fail to Register with ARM server

Issue/Introduction

When attempting to register a VM with ESXi ARM it completes but shows the VM as 'Invalid' in the vSphere UI. 

Environment

VMware vSphere ESXi 

VMware vSphere vCenter 

Resolution

VM hardware version must be version 20 and above for ESXi ARM.
